‘Cats & Dogs: The Revenge of Kitty Galore’ ★★

There are two kinds of family movies: those that amuse kids and adults alike (say, “Babe”) and those that work on one level only.

“Cats & Dogs: The Revenge of Kitty Galore” resides firmly in the latter category, with a script as underachieving as its wordy title is overachieving. It’s made just for less-discriminating kids and perhaps a few very easily amused adults. Emphasis on very.

Like its 2001 predecessor, “Cats & Dogs,” the movie posits that these animals are as intelligent as humans. They wage an eternal battle against one another with vast arrays of high-tech spy gear that would not disgrace a Bond film.

Despite having no opposable thumbs whatsoever, the two species build vast underground bases, accessed by rocket sleds that whiz along tubes for miles and miles. Collars don’t just repel fleas, they’re loaded with lock picks, radios, lasers and grappling hooks.
